SLEX Rehabilitation and Upgrading Project

South Luzon Tollway Corporation is the joint-venture of the Philippine National Construction Corporation (PNCC) and MTD Manila Expressways (MTDME), a unit of MTD Capital Bhd. The joint-venture agreement is to rehabilitate and upgrade the South Luzon Tollway (SLT) by virtue of a Supplemental Toll Operations Agreement (STOA).

SLTC holds a 30 year concession to operate SLT through its Operation and Maintenance (O&M) company -- Manila Toll Expressway Systems (MATES).

The Supplemental Toll Operation Agreement was signed on February 3, 2006, in behalf of President Gloria Macapagal Arroyo by Hon. Leandro R. Mendoza, Secretary of Transport and Communications (DOTC) and Dato' Azmil Khalid, then Group Managing Director of MTD Group. The signing ceremony was witnessed by the Executive Director and members of the Philippine Toll Regulatory Board.



Until its reconstruction by SLTC, South Luzon Tollway was a 29 km., 4-lane expressway which starts at the Alabang Viaduct in Muntinlupa and ended in Calamba, Laguna Province
It has since been widened to 8 lanes for 12 kms , and to 6 lanes for the remaining 16 kms. It is also being extended another 8 kms to Batangas Province where it will link up with STAR.


The ALABANG VIADUCT was completed December 2008. The Bridgeway was totally replaced & widened from 6 to 8 lanes; substructure was retrofitted.



The 28 km alignment was widened to from 4 to 8 lanes. It was completed in June 2009


About the Toll Road 3 or TR3


  • On June 15, 2010 President Gloria Macapagal Arroyo passed through the Toll Road 3 (TR3), the extension of South Luzon Expressway in the SLEX‘s3-1 event with Malaysian dignitaries in attendance. TR3 will help improve tourism and economic growth in the South, as well as in the greater provinces of Luzon, in Visayas, and even in Mindanao.
  • An extension of the South Luzon Expressway (SLEX), is about 8-kilometers long and 4-lanes wide, starting from where SLEX ends in Turbina, Calamba and linking to STAR Tollway in Sto. Tomas, Batangas.
  • Newly constructed TR3 includes 6 bridges, 3 overpasses, and a flyover. It also has rows of lampposts before and after each interchange and overpass, and on all the ramps, as well as toll plazas.
  • Just like in SLEX, all sections of TR3 will be monitored in the SLTC Operations Control Center through state-of-the-art cameras high-mounted throughout the roadway and exit and entry loops.
  • TR3 is provided with a well-designed traffic management scheme, effective monitoring and emergency response, and road safety and maintenance facilities that are up to current international standards.
  • TR3 also promises safe and fast travel for tourists, businessmen, and delivery vehicles. The linked highway to the Port of Batangas will be able to convey 60% of the country's exports through SLEX from industrial hubs not only in the Calabarzon corridor but as far south as Mindanao. Travel time from Sto. Tomas, Batangas to the Alabang Viaduct is estimated to take only about 30 minutes.
  • SLTC, under a concession obtained in 2006, holds the right to rehabilitate, expand, operate, and maintain the SLEx. SLTC resumed responsibility of the Alabang to Calamba section of SLEx last May 2, 2010. The phasing-in process started April 18 of the same year, when toll plaza collection personell started gradually being absorbed by the Manila Toll Expressway Systems (MATES).


About the Toll Road 4 or TR4

  • Folowing the pass through along TR3, President Gloria Macapagal Arroyo then lead ground breaking ceremony for the TR 4.
  • TR4 will be a new expressway starting at Sto. Tomas, Batangas and extending SLEX southwards by approximately 50 kilometers ending in Lucena City. Construction is expected to start by end of 2010.





East Coast Expressway Phase 2 (ECE2)

Construction of ECE 2 (Bukit Besi to Bukit Payung) has now reached a rate of completion of 62%. A full completion schedule by December 2010 is on track.
